If permissions related to copying files has to do with Internet permissions which does not make sense to me anyway , that is a design problem. The file is already downloaded. Back in April , I completely blocked Defender and would never re-enable it. Instead, I prefer to run on-demand scans, and scan everything through, like, Virustotal. Common sense is largely what you need, not nannying on the part of Microsoft. If you have McAfee or any virus protection, call them.
